A distanza di 9 anni dalla prima versione, quel geniaccio di Vlaada Chvátil riprende in mano il suo più grande capolavoro. Forte di migliaia di partite fatte online, la CGE esegue un monitoraggio scrupoloso sugli equilibri di gioco, analizzando quali e quante carte vengano prese più spesso o più raramente e quali portino più frequentemente alla vittoria. Viene effettuato un ribilanciamento complessivo di effetti e costi, nonché una modifica abbastanza importante nella gestione delle aggressioni e delle guerre, in modo da portare il conflitto armato ad un livello meno distruttivo del precedente, senza fargli perdere importanza. Ne viene fuori una rifinitura encomiabile di un gioco già ai vertici della categoria, il titolo di civilizzazione per eccellenza.
